Construction Contract Awarded

On Monday, June 20, the City Council approved a construction contract with Horsfield Construction from Epworth, Iowa. Construction is scheduled to begin the week of June 27 with utility locates and the contractor mobilizing materials and equipment. The project, which begins in front of the Post Office, will extend to the northerly city limits and is scheduled to be completed by October 15. The project will also include reconstruction of the sanitary sewer main under Third Avenue from Broadway to Fifth Street and a new storm sewer outfall line across City Park to the creek.

Construction Schedule

The Contractor is presently preparing a detailed construction schedule which will show when each phase of construction is to be completed. When this schedule is ready, we will be able to predict when construction will occur in front of each property and this will be shared with residents. This schedule will also be updated as the construction proceeds, to reflect weather delays or other City approved schedule changes. Citizen Involvement

As a neighboring private property owner, the City invites you to be involved in the construction process. You may do that by contacting the City if you have any questions and/or attending the weekly construction meetings, which will be held at 9:00 a.m. on Wednesdays in City Hall. If you cannot attend, but would like a question or concern answered, you may call City Hall and let the City Clerk know of your concern which will then be discussed during the meeting and someone assigned to follow-up.

Work on Private Property

All proposed construction work is to occur on public property or within public street right of ways. However, for neighboring property owners there will be several opportunities for you to request that the Contractor do additional work on your behalf, if you wish to do so. The possible additional work could include the following:

1. Installing a 4"x4" tee and 4" tile extension from the pavement subdrain toward your house, to be usedby you to make a future sump pump discharge connection. The City contract will install each requested tee connection and a five (5) feet long pipe stub. Property owners would pay the Contractor for any additional pipe work.

2. Removing and replacing public sidewalk across your property frontage, which the City has not included within their project. Property owners may view the construction plans at City Hall to determine what, if any, sidewalk across their property is scheduled to be repaired by the City and therefore, what would be left for them to do.

3. Removing and replacing driveway pavement above and beyond that which the City has included in their project. The City will be repaving all driveways between the back of curb and sidewalk.

4. Possible sewer or water service reconstruction work on private property.

City Utility Work

In addition to these possible private property owner elected services listed above, the City will also be doing some utility service relocation or reconstruction work within the public right of way to accommodate the proposed new construction and to reconstruct any water service lines constructed with lead pipe. This work will be paid for by the City.

To Request Private Work

If you wish to have any private work as listed above done by the Contractor, please contact City Hall as soon as possible, but no later than Friday, July 29. The City Clerk will place your request on a list to be given to the Contractor. The Contractor will then contact you to schedule an appointment to view your property and additional work. The Contractor will provide you a quotation for the work. Private property owners will sign the Contractor's Proposal to authorize the requested work to be done on their property and will pay the Contractor directly for their work when completed.

Mail Delivery

For mail delivery during the construction period, the Post Office will issue a notice to all customers as soon as they decide which option will best address customer service needs and construction access issues.

Salting Discouraged

During the winter of 2005-2006, all residents along this newly paved street are asked to refrain from applying salt or any sodium chloride product to the new street, driveways or sidewalks. Sanding of these surfaces for ice control will be acceptable, but salting could cause early deterioration of the new pavement surface. Return to salt products in the following winter will be acceptable.
